Economic Impact of the CPV Shay Energy Center on West Virginia

Abstract

CPV Shay LLC (hereafter CPV Shay) announced in September 2022 that it plans to build a nominally rated 2,060-megawatt natural gas combined cycle power plant in Doddridge County, WV. The CPV Shay Energy Center is expected to encompass two integrated construction projects: the power plant itself and a related carbon capture facility. The total combined investment in the project is expected to cost more than $3 billion, among the largest capital investments in the state’s history. Once the facilities are operational, annual expenditures are expected be in excess of half a billion dollars. In this report, we estimate the economic impact of the CPV Shay Energy Center on the West Virginia economy.
