Abstract
Correctional treatment programming for juvenile offenders has been characterized as being without focus and lacking any clear conception of treatment goal or program objectives (More, 1973). The basic lack of widespread agreement on such fundamental assumptions as program goals, objectives, methodology, and definitions is further confused by not having an objectively derived data base from which different correctional programs could be derived or to which programming effectiveness could be compared.
